People reports cover

The Staff whose time reports cover, for the `person` report filter. A master key gets everyone in the business, with their role.

Access. Any key. Personal keys get Staff only, without roles.

Response

200 with a JSON body, as in the example.

With a master key each person also has `role` (owner_admin, accountant, project_time_manager, staff…).
